Bob is a good person who is suffering from a mediocre layer of middle management dashboard jockies, institutional inertia and turf wars, and the ubiquitous need to please a disconnected board. He is trustworthy enough and has a good head, but the company needs him to get into the trenches with the frontline employees and figure out a way to break the stranglehold that has been created in the "this is the way its always been done" mentality. The old ways are stupid. The company has been captured by people without the ability to call a spade a spade and magical thinking and our own relentlessly "unconditional positive regard" culture means that bad employees are propping up worse managers. Nothing is ever anybody fault and half the job is diffusing blame. Our onboarding experience is horrible and there are so many stupidly obvious gaps in workflows and process. Employees often have no levers to pull to fix issues, teams refuse to pick up the phone, ans decisions are made by committees.
